What makes a doctor a “DOL doctor”
When federal employees search for “DOL doctors” or “doctors that take DOL,” they mean providers who are enrolled with the Department of Labor’s Office of Workers’ Compensation Programs (OWCP). Enrollment lets a clinic treat federal employees with work injuries and bill the Department of Labor for that care.
Two things are worth knowing:
- DOL enrolls providers; it does not certify them. Be cautious of any clinic that says its doctors are certified by DOL.
- No balance billing. For an accepted claim, an enrolled provider bills DOL and can’t bill you for any amount DOL reduces.
Your right to choose your doctor
The Federal Employees’ Compensation Act lets you choose your initial treating physician. You don’t have to see a doctor your agency picks for you. Changing doctors later usually needs written approval from OWCP, so it’s worth choosing carefully the first time. If you’ve already started treatment elsewhere and want to transfer to Alivio, we’ll explain how to request the change.
Your first visit with our DOL doctors
- Bring what you have: your claim number if you have one, your CA-1 or CA-2, any CA-16 your agency issued, and a list of medicines.
- A full exam and a careful history of how the injury happened at work. That history is the foundation of your claim.
- A treatment plan, which may include physical therapy in our clinic.
- Work status. We complete the duty status report (CA-17) so your supervisor knows what you can and can’t do.
Reports OWCP can rely on
OWCP decides claims on medical evidence. Our physician reviews and signs every FECA medical report from our clinic, including attending physician reports (CA-20) and work capacity evaluations, so the evidence in your file is complete and properly signed.

Frequently asked questions
What does "DOL doctor" mean?
It's the everyday name for a provider enrolled with the Department of Labor's OWCP to treat federal employees with work injuries and bill DOL for that care. The Department of Labor enrolls providers; it does not "certify" doctors.
How do I find doctors that take DOL near McAllen?
Ask whether the clinic is enrolled with OWCP and bills DOL directly. Alivio Health & Rehab is enrolled and treats federal employees at our McAllen and Harlingen clinics.
Will I get a bill from a DOL doctor?
For an accepted claim, enrolled providers bill DOL directly, and federal rules prohibit them from billing you for any amount DOL reduces or denies on an accepted condition.
What is a CA-16 and do I need one?
A CA-16 is an authorization your agency can issue after a traumatic injury so you can be examined and treated right away, for up to 60 days from the date of injury while your claim is processed. Only the agency can issue it, so ask your supervisor. It is not required to start a claim.
